Description: The Highway Safety Corridor Analysis (HSCA) project was implemented as one part of a newinitiate of the Idaho Transportation Department called the Investment Corridor Analysis PlanningSystem (ICAPS). ICAPS is a single transportation investment analysis frame work design to identifypotential new investments that can create a positive economic environment in the state. ICAPS isdesigned to enhance accountability, transparency, and system performance; be outcome based;and provide data for cost‐effective decision making. The HSCA project was the first statewideproject in which a data‐driven process was used to identify statewide priorities for needs andinvestments in one of ITD’s funding areas. The work in the HSCA project was guided by aTechnical Advisory Committee (TAC) that included the District Planner and District Traffic Engineerfrom each of ITD’s six districts, a representative from the Local Highway Technical AssistanceCouncil as well as representatives from ITD headquarters.
